Engaging people - transforming participation in commissioning
Find out about the engaging people scheme, launched in 2017 to support the delivery of our engagement and experience work.
Engaging People carry out engagement work that links to CCG priorities and work streams, helping us reach out to hear the voices and views of particular groups or communities.
Some of their work is also about supporting other routes for engagement and feedback. This includes providing support to the patient participation group (PPG) network, facilitating the Women's Health Network and submitting information to our Grass Roots reporting system.
This report sets out our findings from delivering a range of sessions with specific groups of people which included interactive activities and facilitated conversations. Our aim was to find out what people understand by ‘self-care’, what it means to them in their daily lives, and what they believe are the barriers to self-care for themselves and others. Here is a case study that demonstrates one of these barriers.
We also used these activities as an opportunity to continue promoting positive self-care messages and practices. Overall we visited 18 different groups, and spoke to 268 people.
Throughout our engagement, most people demonstrated a genuine interest and commitment to making positive self-care choices. Equally, most were open about where they can make improvements and took part in the “make one change” challenge where they pledged to take action. Bradford City, Bradford Districts and Airedale Wharfedale CCGs asked the CNET Engaging People team to carry out a piece of work to better understand how cessation services can support women and what would encourage them to stop smoking.
The objectives for this project were to:
• Identify the key reasons pregnant women who smoke are not accessing existing services
• Identify the key barriers to stopping smoking for pregnant women
• Identify new ways to educate target groups around smoking in pregnancy and the impact of passive smoking

This report focuses on the awareness, understanding and experiences of Out of Hospital (OOH) community based health services across the Bradford District and Craven.
Between December 2017 and March 2018, NHS England ran a public consultation on reducing routine prescription of medication for minor and short term conditions, where over the counter (OTC) treatment is available. NHS England published a consultation report and guidance for Clinical Commissioning Groups. To help us consider how to implement this guidance locally, we asked the Engaging People partnership) to find out the views of local people.
Across Bradford District and Craven, Engaging People had detailed conversations with 227 people. Based on the groups identified as most likely to be affected by the changes, they targeted older people from both White British and BAME backgrounds; parents of young children; and people on low income or income support.
The report found:
“People were generally in favour of the proposals but wanted to make sure that people who are worst off financially would not suffer as a result. Even when people thought that they would be affected personally by the changes, they were rarely against all proposals.
People gave a lot of time and thought to answering the questions. The proposed changes gave rise to conversations on much more than just a list of conditions - people talked about their relationship with the GP, priorities for NHS spending, barriers to self-care, how changes to health services are communicated, education, and health inequalities.”
GP practices across Bradford District and Craven are taking additional steps to help patients reach the right care from the right person first time this week with the launch of a new initiative called Care Navigation.
When patients call their local practice to book an appointment, they may be asked a few brief questions by the reception team that will help them direct them to the most appropriate person to meet their needs.
The scheme is being rolled out nationally as part of NHS England’s GP Five-year Forward View and over 45 sites across England and Wales are currently offering Care Navigation in their GP practices. Find out more here.
